The International Journal of Innovation and Public Administration (IJIPA) is a peer-reviewed journal that provides a dynamic platform for the dissemination of research and ideas on innovative approaches to governance and public administration published by PT. ACADEMIA NUSANTARA BERDEDIKASI. In an era of rapid digital transformation and shifting governance paradigms, IJIPA fosters scholarly dialogue on the application of novel public administration models and strategies to meet the complex challenges faced by governments worldwide. The journal publishes three issues annually, in April, August, and December, and is dedicated to the publication of high-quality, original research that advances theoretical and practical insights into public administration.

Scope of IJIPA:

1. Innovative Governance Models and Public Policy

This section explores topics such as bureaucratic reform, public policy and big data, policy process theory, policy transfer and learning, and collaborative governance.

2. Public-Private Partnerships and Collaborative Governance

Research on corporate social responsibility (CSR), the nexus approach to resource management, tourism governance and policy, and community empowerment are welcomed under this scope.

3. Digital Transformation and E-Government

This area focuses on public administration behavior, public organization, public services, and leadership in the context of e-government and digital transformation.

4. Dynamic Governance and Adaptive Policy Making

Articles addressing disaster mitigation and management, disaster communication, environmental policy and management, cultural policy and heritage studies, and energy policy fall under this scope.

5. Public Sector Leadership and Innovation in Human Resource Management

This section covers human resource management, public sector organization, organizational behavior, corruption and anti-corruption measures, policy analysis, and public service innovation.

IJIPA encourages submissions from scholars and practitioners in the fields of public administration, governance, and policy-making. The journal welcomes interdisciplinary research that connects theory and practice, and particularly values contributions that offer comparative perspectives or present novel frameworks for understanding governance challenges in different contexts.

If the submitted manuscript does not adhere to the guidelines or uses a different format, it will be rejected before being reviewed by the editorial staff. The editorial staff will only accept a manuscript that adheres to the formatting specifications.

IJIPA is an open-access journal and adheres to a rigorous peer-review process. All submissions must be made through the IJIPA online submission system, and we do not accept submissions via email.

 

PEER REVIEW PROCESS


 

1. Reviewer Responsibilities

Peer reviewers provide objective, timely, and constructive assessments that help strengthen manuscripts and inform editorial decisions. Your report should identify a manuscript’s contributions, critically appraise its weaknesses, and offer precise recommendations for improvement.

1. Responsibility of Peer Reviewers

Peer reviewers are expected to deliver objective, timely, and constructive assessments that (i) strengthen manuscripts and (ii) inform editorial decisions. Before accepting an invitation, please confirm:

  1. Subject-matter expertise – If the topic is outside your field, promptly decline and, where possible, suggest alternative reviewers.

  2. Availability – IJIPA requires reviews within 14 days; if additional time is needed, notify the editor immediately.

  3. Conflicts of interest – Disclose any financial, institutional, or personal relationships that could compromise—or appear to compromise—your impartiality. The editor will advise whether you should proceed.

All manuscripts and reviews are strictly confidential. Do not share or cite their contents prior to publication, and discuss them with colleagues only after obtaining the editor’s explicit permission.


2. Review Process

Record two distinct narratives in the journal’s online system:

  • Confidential comments to the editor – overall appraisal, ethical concerns, and a recommended decision (Accept │ Minor Revision │ Major Revision │ Reject).

  • Comments to the author(s) – numbered, section-by-section feedback that is specific, evidence-based, and respectful.

In both narratives, identify strengths, note shortcomings, and provide clear suggestions for improvement.


3. Evaluation Criteria

Use the checklist below, aligned with IJIPA’s author template, to structure your critique.

Title ≤ 16 words; accurately reflects study scope and contribution.
Abstract (100–200 words) Summarises purpose, method, principal results, and value; free of citations; 3–5 precise keywords.
Introduction States background, problem, recent literature, research gap, and objective in 3–6 coherent paragraphs.
Literature Review / Theoretical Framework Critically engages current (< 10 years) scholarship; positions study within IJIPA themes; ends with explicit research questions or hypotheses.
Method (≈ 20 % of manuscript) Design aligns with objectives; data sources, sampling, instruments, and analytical procedures are transparent and replicable; ethical clearance documented; novel methods fully justified.
Results Findings presented logically; analyses (quantitative or qualitative) conducted with rigour; tables/figures numbered, captioned, and referenced in text.
Discussion Interprets findings relative to theory and prior studies; acknowledges limitations; articulates scholarly and practical implications.
Conclusion, Limitations, Recommendations Synthesises key findings; aligns with objectives; states limitations; offers concrete future directions.
Originality & Contribution Advances theory or practice in governance innovation, PPPs, digital transformation, adaptive policy, or public-sector leadership.
Language & Presentation Clear, formal academic English; adheres to IJIPA template (Times New Roman 10 pt, single spacing); logical IMRaD structure.
References (APA 7)

≥ 25 sources; ≥ 80 % peer-reviewed within last decade; includes ≥ 3 citations to IJIPA-hosted articles.

In writing the article, the author(s) are required to use reference management tools (example: Mendeley, EndNote, or Zotero) in writing the citation and list of references. 

Ethics & Integrity Similarity index ≤ 15 %; no duplicate publication; data integrity verified.
